Title I, Part A - Improving Basic Programs

Title I is a federally funded supplemental education program that provides financial assistance to local educational agencies to improve educational opportunities for educationally deprived children. Title I programs are designed to help children meet the state content and performance standards in reading, language arts, and mathematics. In buildings with 40% or more poverty, LEAs may use the funds to upgrade the entire curriculum of the school and are Schoolwide Programs. In buildings with less than 40% poverty, programs are designed to help specific children and are targeted assisted programs.

The North Hills School District utilizes Title I funds at Highcliff Elementary School and West View Elementary School.

Title II, Part A - Supporting Effective Instruction

Title II, Part A, is a federally-funded supplemental educational program that provides financial assistance to improve the skills of teachers and the quality of instruction in core academic subjects in public and private elementary and secondary schools.

The purpose of Title II is to provide supplemental activities that strengthen the quality and effectiveness of teachers, principals, and other school leaders which includes:

  • Increase student achievement consistent with the challenging state academic standards;
  • Improve the quality and effectiveness of teachers, principals, and other school leaders;
  • Increase the number of teachers, principals, and other school leaders who are effective in improving student academic achievement in schools; and
  • Provide low-income and minority students greater access to effective teachers, principals, and other school leaders.

Title II, Part A can be used to improve teacher and principal quality which include induction programs, professional development and support professional growth, equitable access to quality educators and recruitment for hard-to-find educator positions. Title II, Part A equitable services must be offered to eligible nonprofit private schools located within the local educational agency (LEA) boundaries. LEAs must consult with eligible participating private (nonpublic) schools.

The North Hills School District utilizes Title II funds for class size reduction at the elementary level.

Title III, Part A - Language Instruction for Limited English Proficient and Immigrant Students

Title III is a 100% federally funded supplemental program that concentrates on delivering language instruction educational programs to students who have a primary language other than English. This program is designed to improve the education of limited English proficient (LEP) children and youths by helping them learn English and meet challenging state academic content and student academic achievement standards. The program also provides enhanced instructional opportunities for immigrant children and youths.

The North Hills School District participates in a consortium through the Allegheny Intermediate Unit and utilizes Title III funds at McIntyre Elementary School, West View Elementary School, North Hills Middle School, and North Hills High School.

Title IV, Part A - Student Support and Academic Enrichment Grants

The Title IV program is intended to provide all students with access to a well-rounded education, improve school conditions for student learning, and improve the use of technology in order to improve the academic achievement and digital literacy of all students.

Authorized under subpart 1 of Title IV, Part A of the ESEA, the Student Support and Academic Enrichment (SSAE) program is intended to help meet these goals by increasing the capacity of State educational agencies (SEAs), local educational agencies (LEAs), schools, and local communities to: 1) provide all students with access to a well-rounded education, 2) improve school conditions for student learning, and 3) improve the use of technology in order to improve the academic achievement and digital literacy of all students. (ESEA section 4101).

The North Hills School District allocates Title IV funds to Title II for class size reduction at the elementary level.
