Tax Study Commission

School districts throughout the commonwealth of Pennsylvania were mandated by Act 1 of 2006 to establish a Tax Study Commission. The purpose of the Tax Study Commission was to develop and present a recommendation to the school board regarding the possibility of increasing the earned income tax or establishing a personal income tax in order to reduce property tax.

The commission’s recommendation was presented during the school board’s meeting on Dec. 4, 2006.  The recommendation is as follows:

That the district retain Earned Income Tax and that it be increased by 1%.  Residents, therefore, would pay 2% EIT ~ 1.5% to the North Hills School District and .5% to Ross Township or West View Borough.  This increase in EIT will fund a Homestead real estate tax reduction of approximately $703.
